Strategic Evaluation of the Resilience Approach of the EU Trust Fund for East Africa

In Africa, several countries are faced with growing challenges ranging from demographic pressure, extreme poverty, weak social and economic infrastructure, internal tensions and institutional weaknesses to insufficient resilience to food crises and environmental stress. To address these challenges, the European Union created  a Trust Fund.

Background

The European Union Emergency Trust Fund (EUTF for Africa) was created to address the root causes of instability, forced displacement and irregular migration and to contribute to better migration management. Programmes under the EU Trust Fund for Africa are implemented in 26 partner countries across three regions of Africa: the Sahel and Lake Chad Basin region, the Horn of Africa and North Africa.

Ecorys was asked to conduct a Strategic Evaluation of the Resilience Approach of the EU Trust Fund for East Africa, more specifically the Sahel and Lake Chad Basin region.

Our evaluation is crucial for improving the effectiveness of the EU’s interventions in addressing complex challenges in the area of better migration management in Sahel and Lake Chad Basin region. It informs future strategies to enhance resilience and stability, ultimately contributing to better migration management and regional development.

Key findings

Our evaluation covered 10 programmes (decisions) and 24 projects (contracts) in 8 countries of the Sahel and Lake Chad Basin region: Burkina Faso, Cameroon, Chad, Mali, Mauritania, Niger, Nigeria and Senegal. The findings of the team of experts has facilitated the EU to strengthen it’s knowledge in the area of resilience and supported the EU to learn from past experiences and to use this learning to improve policies and practices.
