Operation of the European Climate Pact Secretariat

Ecorys and its Consortium partners ran the implementation of the Secretariat of the European Climate Pact. The Secretariat is responsible for implementing, managing and monitoring the activities under the supervision of the Directorate General for Climate Action (DG CLIMA).

This includes building and fostering the Pact community – a movement of individuals, communities and organisations dedicated to fighting climate change and adapting to its consequences – coordinating local structures and on-the-ground climate action initiatives and ensuring effective communication and outreach. 

Background

In December 2019, the European Commission presented the European Green Deal, a roadmap for making the EU’s economy sustainable and achieving climate neutrality by 2050. Later in 2020, the European Commission launched the European Climate Pact, aiming at ensuring local participation in meeting the objectives of the European Green Deal in matters of sustainability and climate neutrality. 

Since its launch, the Pact has developed its structure and networks, initiating and promoting many different activities related to climate action and local participation. Over 1,200 Pact Ambassadors and Partners form a community of volunteers to inform, inspire, and support climate action in their communities.  

The Pact aims to bring the challenges and opportunities of the green transition closer to citizens, stakeholders, and non-state organisations, informing and inviting them to engage in climate action and build support for the green transition. The Pact’s motto ‘My World. My Action. Our Planet‘, helps translate complex climate change challenges and related policies into citizens’ own worlds and realities. 

Key findings

The European Climate Pact has significantly impacted empowering climate action and fostering community engagement. The number of Climate Pact Ambassadors nearly tripled, expanding the reach and influence of the Pact. We’ve host 147 tools and resources, such as those introduced under the Pact’s Citizen Engagement activities, encouraged participation and scaled climate action.

900,000 individual climate actions have been logged through the UN Act Now app, Aworld. The Pact fostered a strong sense of community among its members, with active engagement of Climate Pact Ambassadors, Country Coordinators, and Partners driving local initiatives and inspiring others. Additionally, the Pact reached over 39 million individuals across Member States through more than 4,000 media activations, with local structures, including Country Coordinators and PR agencies, playing a crucial role in this achievement.
