Mid-term evaluation of cross border cooperation programmes between IPA II beneficiaries
The mid-term evaluation covered nine cross-border cooperation (CBC) programmes between IPA II beneficiaries for the period 2014-2020. Beneficiaries were from Albania, Bosnia-Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia.
It covered the relevance of the intervention logic of IPA CBC programmes in relation to the needs of the target beneficiaries, as well as changes in the context, efficiency, and effectiveness of their implementation and prospects for achieving set objectives.
The evaluation also analysed the level of coherence, coordination, and complementarity of each programme with national, sectorial, and regional policies/strategies and other territorial cooperation programmes addressing the same target beneficiaries.
The team assessed the performance of CBC programmes between IPA II beneficiaries during 2014-2019. From the assessment, the team identified good practices and lessons learned from individual projects. They provided recommendations to improve the implementation of CBC programmes between IPA, as well as recommendations for future programming and policy purposes for territorial cooperation in the context of the next Multiannual Financial Framework (MFF) and the European Commission proposal for the Instrument for Pre-Accession III.
