Operating the Secretariat for the Just Transition Platform

The Just Transition Platform (JTP) provides a single access point for Member States, regions and stakeholders that are dependent on fossil fuels and carbon intensive industries and are supported by the Just Transition Mechanism (JTM). It provides assistance in the implementation of their territorial just transition plans and offers access to community events and knowledge products provided through the Secretariat. 

From July 2021 to January 2024, Ecorys led the Secretariat of the Just Transition Platform in consortium with Prognos and Wuppertal Institute.  

As part of this project, the Secretariat supported the management of JTP across the following tasks: 

Project Management and Coordination 

Ecorys managed and coordinated the Secretariat and its day-to-day activities, implemented efficient operational and management processes. By applying a client-oriented and flexible approach, we enabled an ongoing process refinement through regular monitoring and reporting. 

Support the Activities of the Just Transition Platform 

Ecorys further developed the single online access point, the JTP website, incorporating new features such as interactive map, list of funding opportunities and sector-specific investments, news and an online helpdesk. A total of seven bi-annual Just Transition Platform Conferences were organised and hosted in Brussels to build a strong and informed just transition community. 

Set-up and animation of four Working Groups 

Ecorys established and managed four dedicated Working Groups, bringing together all stakeholders from across Europe with a common concern. The Working Groups for Steel, Cement, Chemicals, each have a focus on a specific carbon-intensive sector that is heavily impacted by the transition, while a fourth Working Group focuses on Horizontal Stakeholder Strategy to address the overarching issue of stakeholder engagement. 

Communication 

Ecorys developed communication strategy and visual identity for the JTP and applied to all communication materials. We also implemented communication activities to disseminate information about the JTP and its initiatives through social media posts, newsletters, presentations, brochures, and publications. 

Analytical work and knowledge management 

Ecorys contributed to the development of case studies and toolkits showcasing successful projects, practices, and transition strategies that can support regional transitions. These resources were shared on the JTP website. 

In the second phase of the project, from 2024 to 2027, Ecorys continues to lead the consortium with Guidehouse, ICLEI, and Viegand Maagøe.
