PINK II Moves Into Implementation: Building on Proven Results in Public Procurement and Infrastructure Management

The second phase of the Procurement, Infrastructure and Knowledge Management Capacity Development Programme (PINK II) has officially moved into implementation.

Led by the South African National Treasury, in partnership with the Swiss State Secretariat for Economic Affairs (SECO), PINK II continues a collaboration focused on strengthening public procurement, infrastructure delivery, and institutional capacity across government. Ecorys is proud to support PINK II as the implementing agent of the programme. This role builds on our long-term presence in South Africa and further strengthens our in-country portfolio in public sector reform, accountability, good governance, and social and sustainable development.

Why a second phase? Because PINK I demonstrated that targeted, practical support can make a real difference in local government. In the Free State and Mpumalanga, the programme contributed to tangible improvements in public procurement and infrastructure management within partner institutions, including stronger oversight, better planning and delivery practices, improved audit outcomes, and enhanced service delivery.

These results provided a strong foundation for moving into PINK II. They also showed the value of combining technical assistance, training, knowledge sharing, and institutional support in ways that respond to the day-to-day realities faced by provincial and local government officials.

PINK II will build on this momentum by deepening support in procurement systems, infrastructure planning and delivery, strategic procurement, and knowledge management. The programme will also continue to create space for learning, collaboration, innovation, and the exchange of good practices across government.

As implementation gets underway, PINK II will work with provincial and local partners to help ensure that public infrastructure investments are planned, procured, and managed in ways that deliver greater value for communities. It will also support the continued professional development of officials working in procurement and infrastructure management, contributing to stronger governance and more effective public sector performance.

For National Treasury and SECO, the start of PINK II reflects a shared commitment to building capable institutions and supporting South Africa’s broader development objectives.

In the coming months, stakeholders can expect a range of activities, discussions, training initiatives, and opportunities for collaboration as the programme moves into full implementation.
