EU Forced Labour Risk Database under Regulation (EU) 2024/3015
Following the adoption of the EU Forced Labour Regulation, the European Commission is establishing a comprehensive database to identify products and geographic areas at risk of forced labour worldwide. The tool will support both economic operators in meeting their duediligence obligations and national authorities in prioritising enforcement actions.
To support this effort, Ecorys is leading a multiyear assignment for DG TRADE to develop, populate, and maintain the EU Forced Labour Risk Database. The study provides an evidencebased overview of widespread and severe forced labour risks, relying exclusively on independent and verifiable sources.
The project has three main objectives:
- to develop a clear methodological framework for identifying and classifying forced labour risks,
- to carry out largescale data collection and structure the information using standard product (HS) and geographic (ISO) classifications,Â
- to prepare complete datasets for integration into the Commission’s IT systems and update the database on a regular basis.
The approach combines rigorous methodological design, systematic review of credible evidence, and strong technical integration to ensure the database is transparent, consistent and fit for longterm use. It also aligns strictly with the legal and technical requirements of Regulation (EU) 2024/3015.
The project began in December 2025 and will run until June 2030.
