Needs assessment of independent media in neighbouring countries of the EU

Ecorys and the International Federation of Journalists (IFJ) were commissioned by DG NEAR to conduct a needs assessment of independent media in Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Algeria, Egypt, Jordan, Israel, Lebanon, Morocco, Palestine, and Tunisia.

The aim of the project is to promote a better understanding of the challenges faced by independent media outlets in the target countries as well as to identify and highlight their development priorities. The extent to which EU funding mechanisms are effective and appropriate in providing support to these stakeholders is also assessed.

The project started in May 2019 and was finalised in June 2020. The project was conducted by 4 international experts who visited 11 of the 16 partner countries and conducted interviews with more than 500 representatives from independent media, media support organisations and state bodies. They also reviewed around 800 studies, reports and articles covering the media landscapes in the East and South neighbourhood of the EU.
