Ecorys Hosts PPP Workshop in Delhi, India
“Viksit Bharat 2047” is India’s vision to become a developed and self-reliant nation by its 100th year of independence. This initiative focuses on economic growth, technological advancement, infrastructure development, social empowerment, and sustainability. By mobilising efforts across various sectors, it aims to establish India as a global leader with high living standards and equitable progress.
India’s vision of Viksit Bharat by 2047 depends on sustainable, inclusive growth, with Public-Private Partnerships (PPPs) playing a transformative role. To advance this agenda, Ecorys, in collaboration with the Indian Department of Economic Affairs (DEA), Ministry of Finance, and the British High Commission, organised a dynamic two-day PPP Workshop and Clinic in Delhi on 27-28 February 2025. The event brought together senior government officials, industry leaders, and development partners to explore strategies for strengthening and expanding Public-Private Partnerships across critical sectors.
Designed specifically for state government officials from northern states and union territories, the workshop provided practical tools, insights, and strategies to structure, implement, and monitor PPP projects effectively. A key focus was on expanding the PPP landscape beyond traditional sectors like highways and ports to healthcare, education, water management, and urban infrastructure.

Key themes from the workshop:
- India’s Vision 2047 – Harnessing the power of PPPs to drive national development.
- Scaling PPPs in Social Sectors – Addressing financing and implementation challenges.
- Strengthening Project Pipelines – Building well-structured, market-ready PPP projects at the state level.
- Risk Mitigation Strategies – Ensuring financial sustainability, accessibility, and inclusivity.
The workshop featured insightful discussions, real-world case studies, and expert perspectives. Shri Ajay Seth (IAS), Secretary, DEA, MoF, emphasized the importance of a balanced approach to infrastructure financing, while Ms. Sally Taylor, Minister Counsellor (Development, Climate, Science & Tech), British High Commission, and Shri Baldeo Purushartha (IAS), Joint Secretary (ISD), DEA, shared valuable insights. Contributions from government representatives, international development organizations, financial institutions, multilateral banks, and consulting experts added depth to the discussions.
With a strong emphasis on collaboration, innovation, and capacity-building, the event marked another step toward a more resilient and effective PPP ecosystem—one that will help shape India’s future.
