Assessment of EU Budget Support for Education in Jordan
Jordan places a high priority on education as a driver of stability and development. The European Union (EU) has been a longstanding partner in supporting Jordan’s education sector. By investing in education and Technical and Vocational Education and Training (TVET), the EU aims to foster a more inclusive and skilled workforce, contributing to Jordan’s socio-economic development.
Background
On 27 December 2020, the EU allocated €60 million to Jordan through a budget support modality, supplemented by an additional €5 million in complementary support. This financial support is intended to support Jordan’s Education Strategic Plan (ESP) 2018-2025 and the Technical and Vocational Skills Development Council (TVSDC) action plan.
Ecorys was commissioned to review the variable tranche releases under this funding. The main objective was to evaluate the progress against the set targets under the 5th and 7th tranches of the Sector Budget Support programme “Support to quality of education and TVET” for the academic years 2021/22 and 2022/23.
Our team of experts conducted assessments over two consecutive academic years, focusing on three key areas:
- Collection of all compliance documents.
- Assessment of general progress on education policy and priorities, ensuring that public policy eligibility criteria continue to be met.
- Assessment of the continued relevance of Financing Agreement indicators.
