Strategic Evaluation of the Resilience Approach of the EU Trust Fund for Africa

The European Union Emergency Trust Fund (EUTF for Africa) was created to address the root causes of instability, forced displacement and irregular migration and to contribute to better migration management. Programmes under the EU Trust Fund for Africa are implemented in 26 partner countries across three regions of Africa: the Sahel and Lake Chad, the Horn of Africa and North Africa. In November 2022, the European Union commissioned us to perform the “Strategic Evaluation of the Resilience Approach of the EU Trust Fund for Africa”.


The countries in these regions face growing challenges ranging from demographic pressure, extreme poverty, weak social and economic infrastructure, internal tensions and institutional weaknesses to insufficient resilience to food crises and environmental stress.

Starting in November 2022, with a one-year duration, our team of experts will evaluate the EUTF experience and its results in the Resilience component in order to strengthen the EU’s knowledge in this area, to learn from past experiences and to use this learning to improve policies and practices.
