Ecorys to Support Ukraine’s Alignment with EU Company Law and Corporate Governance Standards


Ecorys will support Ukraine’s EU accession process by helping align company law, corporate governance, transparency and sustainability reporting frameworks with the EU acquis.

Ecorys is pleased to announce its participation in the European Union-funded project “Technical Assistance on Aligning Ukraine’s Company Law with the EU acquis”, led by DT Global. The project will support Ukraine’s ongoing EU accession process by helping align key elements of its company law, corporate governance, transparency and sustainability reporting frameworks with EU legislation and standards. The assignment represents another important step in Ecorys’ growing engagement in Ukraine and the wider Eastern Neighbourhood.

Ukraine’s path towards EU membership has accelerated significantly in recent years. Despite the immense challenges posed by Russia’s ongoing aggression, the country has continued to advance reforms aimed at strengthening economic governance, improving the business environment and harmonising national legislation with the EU acquis. The alignment of company law and corporate governance legislation forms an important part of Chapter 6 of the accession process and is essential for integrating Ukraine into the EU Single Market.

The project will support key Ukrainian institutions, notably the National Securities and Stock Market Commission (NSSMC), the Ministry of Finance and the Ministry of Justice, in reviewing, modernising and harmonising legal and regulatory frameworks governing companies, capital markets and corporate reporting. The assignment will combine legal approximation, institutional strengthening, digitalisation and capacity building to support Ukraine’s long-term reform agenda.

Over a 40-month implementation period, the project will focus on four interconnected areas: alignment of company law with EU requirements, strengthening corporate governance and shareholder rights, improving transparency and digitalisation of corporate information systems, and advancing accounting, audit, financial reporting and sustainability reporting frameworks. The project will also support institutional preparedness for EU accession negotiations and strengthen cooperation between Ukrainian authorities and relevant European institutions.

The project is expected to deliver a wide range of reforms and institutional improvements that support Ukraine’s integration into the European legal and economic framework. These include:

  • Supporting the alignment of Ukrainian company law with EU rules on company formation, capital maintenance, mergers, divisions and cross-border corporate operations.
  • Strengthening corporate governance standards, shareholder rights and minority shareholder protection in line with EU requirements and international best practice.
  • Modernising corporate transparency and disclosure systems through digitalisation, interoperability with the EU Business Registers Interconnection System (BRIS) and the development of a Ukrainian Single Access Point for regulated information.
  • Supporting the implementation of International Financial Reporting Standards (IFRS), structured reporting through XBRL, and the gradual introduction of EU sustainability reporting and assurance requirements.
  • Delivering extensive capacity building, training, stakeholder engagement and support for accession-related legal approximation processes.
  • Developing implementation roadmaps, legislative amendments and practical guidance to ensure sustainable uptake of reforms by beneficiary institutions.

The project contributes directly to Ukraine’s efforts to build a modern, transparent and competitive corporate environment aligned with European standards. By strengthening legal certainty, investor protection, corporate transparency and regulatory capacity, the assignment will help create conditions for economic recovery, private sector development and deeper integration into the EU Single Market.

For Ecorys, the award represents another important milestone in supporting governance and institutional reform in Ukraine. Coming shortly after the award of the third phase of the Public Administration Reform programme in August 2026, it further strengthens our position in Ukraine and the Eastern Neighbourhood and demonstrates the trust placed in our expertise in EU accession, public sector reform and regulatory approximation.
