The future of the Stadsschouwburg in Velsen: running through scenarios

The municipality of Velsen wants to have a low-threshold, multi-purpose stage for arts and performing arts within its municipal boundaries. The existing theater is due for renovation and investments are needed to meet legal sustainability requirements. The municipality is therefore investigating various options for housing the theater: from new construction at another location to renovation of the current building. We have calculated five scenarios for the municipality.

Each run-through consists of the following components:

  • the required investment
  • cost-covering rent (the municipality is obliged to pass on at least the cost price in the rent, in order to promote a level playing field between government organizations and market parties)
  • operation of the theater
  • necessary subsidy
  • possible additional investments in road infrastructure and parking facilities.

When deciding on the choice of one of the scenarios and variants, the social impact must also be considered. We have also identified this social impact.

The college and the city council of Velsen use this calculation to make a decision about the future housing of the city theater.
