An evaluation the Pathfinders for Justice Program

Pathfinders for Peaceful, Just and Inclusive Societies is a multi-stakeholder platform that consists of three grand challenges (programs); the (1) Peace, (2) Justice and (3) Inequality and Exclusion Program. Ecorys conducted a midterm review of the Pathfinders for Justice Program. This Program promotes solutions to close the Justice Gap by adopting a people-centered justice approach. One of the key conclusions of the study is that Access to Justice for All continues to be a relevant policy issue as currently an estimated 5 billion people around the globe have unmet justice needs.

The review included both a backward and a forward looking component. The backward looking component consists of an evaluation of the relevance, effectiveness and efficiency of the activities carried out by the Program. The analysis shows that, although the Justice Program effectively and efficiently contributed to reducing the Justice gap, this gap is still present and, therefore, the Program and its activities remain highly relevant for ensuring Justice for All around the globe.

Since provision of Justice for All remains a highly relevant policy goal, it is all the more important that the Justice Program’s resources will be spent in an effective and efficient way. To this end, the report, as part of its forward looking component, provided a series of recommendations. These cover, amongst others, the organisational set-up of the Program, its priorities and its role in the broader ecosystem of people-centered justice.
