Ecorys to implement accrual accounting based on IPSAS in fourteen local authorities in Jamaica
Ecorys is partnering with SOFRECO to provide technical assistance to the client, the government of Jamaica.
The overall objective of the project is to implement accrual accounting based on the International Public Sector Standards (IPSAS) and in accordance with Section 7 of the Local Government Financing & Financial Management Act 2016 in fourteen local authorities in Jamaica.
The specific objectives of this project are to:
- Assess the accounting systems of all fourteen local authorities and identify gaps that need to be addressed in the implementation of the IPSAS accrual accounting system.
- Perform business process analysis and re-engineering to facilitate the implementation of the IPSAS accrual accounting system.
- Design and implement change management processes required for the implementation of the IPSAS accrual accounting system and involving all stakeholders in the local authorities.
- Train staff members of fourteen local authorities in accrual accounting and elementary & advances IPSAS accrual accounting system.
