Support to Revenue Administration Reform

Ecorys are supporting the implementation of a £6m DFID funded programme to develop all aspects of revenue administration reform in Somaliland, covering both Customs and the tax administration.

The objective of the programme is to support the Government of Somaliland (GoSL) to strengthen its domestic revenue raising capabilities. The specific objective set out by the GoSL in its PFM Strategy is to “increase domestic revenue generation and the tax base to a sustainable level”. The programme is assisting the GoSL achieve this objective through a range of technical advice and capacity building assistance, informed by strong political economy analysis, and delivered through a highly adaptive approach.

The project is successfully:

•    Improving Customs and tax systems and business processes;
•    Undertaking wide spread HRM, HRD and organisational reforms, including change management;
•    Delivering extensive training and capacity building;
•    Improving internal and external communications.
