Monitoring and Evaluation of DFID Nigeria’s State Level Programmes

ECORYS implemented a long term (2011-2016), UK Department for International Development (DFID)-funded, independent Monitoring and Evaluation (M&E) Programme in Nigeria (IMEP). 

Nigeria has an estimated population of approximately 180 million people, over 50% of whom live on less than $2 per day.


IMEP’s main aim was to increase individual and collective performance and impact of five State Level Programmes (SLPs) through the provision of independent monitoring and evaluation information and analysis to DFID and the federal and state governments of Nigeria:

- SPARC supported strengthened governance arrangements at the State level through strengthened Public Finance Management (PFM), Public Administration Reform and policy formulation;

- SAVI focused on accountability and voice;


- PATHS 2 aimed to improve financing, management and delivery of sustainable and replicable pro-poor health services;


- ESSPIN aimed to improve planning, financing, management and delivery of basic education services to achieve universal basic education in Nigeria;


- GEMS sought to create an improved business environment for non-oil sector growth.


IMEP’s main work concerned undertaking regular annual, mid-term and completion reviews of each of the SLPs, as well as a suite-level Mid Term and Final Evaluation which assessed the collective performance and impact of the combined ‘suite’ of SLPs. This helped inform DFID’s planning for its Operational Plan 2016-2020. Furthermore, IMEP helped quality assuring individual SLP M&E systems and outputs, including validating monitoring data and providing technical advice on system development. 

IMEP was also responsible for the overall management of the Citizens Perceptions Survey (CPS) in 2013 and again in 2015. The CPS collected statistically representative data in ten states in Nigeria (SLP states) on citizen perceptions and opinions on changes in the quality of State Government service delivery.

IMEP’s implementation involved regular communication with SLPs, DFID Lead Advisors and DFID State Level Representatives to ensure a good understanding of the context and requirements of key stakeholders.

IMEP’s successful implementation heavily contributed to enhanced programme performance through its provision of high-quality project reviews, through technical support for M&E processes, data collection and analysis, and recommendations to DFID and SLPs. Particular examples of IMEP’s added value include innovative work on M&E data including, Health Management Information System (HMIS) data, detailed studies of State Capacity Development under ESSPIN and PATHS2, and a common framework for Value for Money (VfM) analysis and reporting.
