Independent Review of Plan's Youth Employment Programming

Ecorys was commissioned to undertake a global independent review of Plan International’s youth employment programming model across four countries. The purpose of the study was to provide an independent, in-depth assessment of youth employment programming in four of Plan's target countries: El Salvador; Ghana; India; and Uganda. 

The evaluation in each of these four countries assessed Plan’s strategic approach, design, implementation and M&E. It comprised a review of available country documentation and four field visits involving in-depth consultations with staff, partners, and other stakeholders including young people themselves, followed by a final participatory workshop to reflect on the findings with Plan staff. 
Findings showed that the issues and programme approaches within the area of youth employment are multifaceted and that successful economic empowerment is dependent on combinations of different interventions.
