Evaluation of the New Enterprise Allowance

We evaluated the New Enterprise Allowance (NEA), DWP’s flagship programme for supporting unemployed people to start their own business through offering a combination of mentoring and financial support.

The evaluation involved a survey of NEA recipients combined with ten case study visits based around Jobcentre Plus districts where the programme is running. Each visit involved in-depth interviews with organisations and mentors delivering the support, Jobcentre Plus advisers who refer individuals to the assistance and NEA participants.
