Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring a Senior Monitoring & Evaluation Systems Expert to join the Ankara-based project team providing M&E Technical Assistance support to the EU’s Facility for Refugees in Turkey.

The Context  
Turkey is presently largest refugee hosting country in the world, hosting over 4 million refugees. In 2016, the EU Facility for Refugees in Turkey to allow for the effective and efficient mobilisation of EU assistance to address the needs of refugees and host communities.  The EU has committed €6 billion for interventions across health, education, basic needs, livelihoods, infrastructure and social cohesion. These are implemented by governmental agencies, multilateral agencies, as well as international and national NGOs. The SUMAF project supports the Monitoring & Evaluation of these projects to help ensure the efficiency, effectiveness, and overall impact of the EU’s support. 

The Position
With its databases, monitoring systems, and on-line Monitoring Platform established, SUMAF is now increasing its focus on the analysis of multiple types of data for effective programmatic learning and improvement. For this reason, SUMAF now requires a Senior M&E Systems Expert who combines multi-sectoral experience in Monitoring, Evaluation and Learning with excellent database and data analysis skills. This is an exciting opportunity to join a dynamic team working with the EU Delegation in Turkey and the Facility Secretariat in Brussels on the largest migration crisis worldwide.  

Key Tasks  

  • Lead a Data Manage Team to manage inflow, verification, and analysis of quarterly data from Implementing Partners, for the effective overall monitoring of the Facility
  • Perform high quality data analysis, working with the Facility Monitoring Platform, to support periodic Facility-level reporting, learning, knowledge generation, and dissemination
  • Engage with Implementing Partners, and conduct data quality assessments, to ensure the supply of quality data and to respond M&E systems or in the Facility-level system
  • Contribute to the development and delivery of M&E capacity-building activities with the project implementing partners and the EU

Key Skills & Qualifications 

  • A Masters degree or higher in a development-related field, preferably including a strong quantitative data analysis component (Statistics, Economics, etc.)  
  • 8+ years of experience developing and implementing M&E systems across multiple sectors
  • Excellent database/MIS management skills and extensive experience in managing and analysing large and complex datasets
  • Passionate about building effective data management processes and using data to drive programming and learning
  • Strong interpersonal and communication skills developed in a range of cultural and political environments, experience presenting data to non-technical audiences.

Location, Timing & Compensation
The position is full-time and based within SUMAF’s office in Ankara, Turkey, a city which offers a very high quality of life. Up to 10% of the time can be worked remotely with approval from the EU Delegation.  The consultancy input will run for approximately two years from 01.10.2019 (earlier start is also negotiable).
