Support to develop a Public Sector Accounting Standard Manual and Policy, and Property Market Risk Monitoring Framework

EuropeAid (EU Delegation in Cambodia) requested Ecorys to execute a study in Cambodia.

The project will support the implementation of the Public Finance Management (PFM) reform by supporting the National Accounting Council (NAC) of Cambodia to strengthen conceptual framework and accounting standards and the General Department of Policy to improve knowledge and monitoring capacity on real estate risks and related speculative activities in this sector.

Ecorys will particularly work on giving technical assistance to the NAC in developing a training manual based on the adopted Cambodia cash basis International Public Sector Accounting Standard (IPSAS), Training of Trainers (ToT) for NAC staff on cash basis IPSAS, cash basis IPSAS accounting policy, and reviewing/revising the existing chart of account to be compliant with cash basis IPSAS.

The project starts in August and will last for 7 months.
