Support to the Supreme Audit Institution of the Republic of Tajikistan

17 March, 2016 - Ecorys provided consulting services to support the institutional development of the Accounts Chamber of the Republic of Tajikistan. The project was commissioned by the World Bank and was completed in August 2015.


The Accounts Chamber was only recently established and the project supported the Accounts Chamber in setting up its internal management arrangements, in designing and drafting internal procedures manuals and other aids to effective operations. Moreover, the Ecorys consultants, provided assistance in building capacities in audit planning and implementation skills reflecting international audit standards (INTOSAI).

The following activities were performed:

• Improved secondary legislation and regulations and established a clear framework for the operations of the Accounts Chamber by finalizing the by-laws developed under a previous project together with building staff capacity to operationalize them;
• Translated into Russian and adopted International Standards for Supreme Audit Institutions  (ISSAI) 1000-2999 as National Standards for financial statements’ audits;
• Developed simplified financial statements’ audit methodology in line with ISSAI and delivered training on the methodology;
• Conducted hands-on training via pilot financial audits;
• Guided the Management of the Accounts Chamber through its active involvement in the International Organisation of Supreme Audit Institutions (INTOSAI);
• Designed a long-term outreach program to raise public awareness on the Accounts Chamber.

The Chairman of the Accounts Chamber expressed his contentment and appreciation for the work delivered by the Ecorys consultants during a visit of the project director to Dushanbe in March 2016.
