Ecorys delivers 5-year DFID monitoring and evaluation support in Nigeria

April 18, 2017 - Ecorys has completed a five-year project with Department for International Development (DFID) in Nigeria. The Independent Monitoring and Evaluation Programme (IMEP) aimed to increase individual and collective performance of five State Level Programmes.
Consultancy was provided through the provision of independent monitoring and evaluation, sent to DFID and the state governments of Nigeria. Nigeria is a federal republic, composed of thirty six states and Abuja Federal Capital territory. It has an estimated population of approximately 180 million people, half of which live on less than $2 per day.
The State Level Programmes were carried out in ten Nigerian states to:
  • Strengthen governance arrangements at the State level through Public Finance Management (PFM), Public Administration Reform and policy formulation;
  • Increase accountability and voice;
  • Improve financing, management and delivery of sustainable and replicable pro-poor health services;
  • Improve planning, financing, management and delivery of basic education services to achieve universal basic education in Nigeria;
  • Create an improved environment for non-oil sector growth.
IMEP’s main work concerned the undertaking of regular annual, mid-term and completion reviews of each of the SLPs which helped inform DFID’s planning for its Operational Plan 2016-2020.
IMEP was also responsible for the overall management of the Citizen Perception Survey (CPS) in 2013 and again in 2015. The CPS collected statistically representative data in ten states in Nigeria (SLP states) on citizen perceptions and opinions on changes in the quality of State Government service delivery.
In turn, IMEP’s successful implementation heavily contributed to enhanced programme performance through its provision of high quality project reviews, through technical support for monitoring and evaluation processes, data collection and analysis, and recommendations to DFID and the State Level Programmes.
