Final Evaluation Framework Programmes in support of the agreements between the European Union and the Republic of Moldova 2011-2013

In collaboration with Sofreco, Ecorys is commissioned by the European Union to evaluate the Framework Programmes in support of the agreements between the European Union and Moldova.

This is a final evaluation of the Framework Programmes in support of the agreements between the European Union and the Republic of Moldova (2011-2013), which should contribute to accountability by providing an assessment of the results achieved. It should furthermore contribute to learning by understanding what have been the factors that made possible or created obstacles to the achievement of results and by identifying any key lessons that would lead to improved future Actions in the region.

The main objective of the Framework Programmes in support of the agreements between the European Union and the Republic of Moldova were to support Moldova to prepare, negotiate, conclude and implement its new contractual relations with the EU (Association Agreement including a DCFTA, as well as the visa liberalisation action plan) and to meet the objectives of the EU-Moldova ENP Action Plan.
The main beneficiaries under the Framework Programmes were: the State Chancellery, the Public Procurement Agency, the Ministry of Finance, Ministry of Internal Affairs, General Prosecutor’s Office, Centre for Combating Economic Crime and Corruption, the Border Guard Service, and the Bureau for Migration and Asylum; Ministry of Economy and the Ministry of Agriculture and Food Industry and their subordinate institutions; other Ministries and State Agencies and public bodies involved in the implementation of the EU-Moldova Action Plan and eligible for inclusion in EU Programmes and agencies.

Provisional start of the assignment is May 2019 and will last for up to one year.
