EU Neighbourhood

The European Neighbourhood Policy (ENP) was introduced in 2004, with the objective of  the development of a special relationship whilst supporting political and economic reforms in sixteen of Europe’s neighbouring countries to promote peace, stability and economic prosperity in the whole region.  Since 2004 it has contributed to bringing the beneficiary countries closer to the EU in terms of building up constructive political relations; conducting public administration reforms and building democracies; increase in trade, liberalisation and regulatory convergence; socio-economic development and promoting regional cooperation. The programme has been implemented through the European Neighbourhood and Partnership Instrument (ENPI) that was launched in January 2007 (to be replaced by the European Neighbourhood Instrument (ENI) as of 2014).

The success of the programme in the last seven years has resulted in the increase of the EU assistance by 32% for the Financial Framework 2007-2013 based on the European Commission’s approach to ‘more funds for more reforms’.
