Conclusión satisfactoria de la Evaluación Estratégica de la Cooperación de la UE en materia de migración en los Balcanes Occidentales (IPA II y III, 2018-2023).

Our in-house team leader, Dr Carmen Núñez-Borja, presented the main findings, conclusions and recommendations of the strategic evaluation of the EU Cooperation on Migration in the Western Balkans during the annual Steering Committee meeting of the EU Regional programme Support to Protection-Sensitive Migration Management Systems in the Western Balkans.

The seminar, held on 16 April 2026 in Budva, Montenegro included representatives of the six Western Balkan partners including  Ministries of Interior and Border Police, DG ENEST, EU Delegations in the region, Frontex, EU Asylum Agency, UN agencies IOM and UNHCR. During the seminar we received very positive feedback from various stakeholders, and our study and recommendations were constantly referred to during the two-day event.

This strategic evaluation was a complex multi-country study on EU support in several areas of migration (Border management, Asylum and Reception systems, Trafficking in human beings and smuggling of migrants, Returns systems and readmission cooperation, and Visa alignment). Apart from Carmen, as TL and key migration and evaluation expert, the evaluation team included external experts from EU Member States and the Western Balkans region.  

Ecorys was pleased to support the European Union in this strategic evaluation, contributing to reflection and learning aimed at informing and strengthening the effectiveness of EU migration support in the Western Balkans region. This work also reflects Ecorys’ broader expertise in the Security, Justice & Migration sector, supporting governments and international institutions through research, policy advice, programme management, and monitoring & evaluation to strengthen security, the rule of law, and rights-based migration management.
