ECORYS to draft Commission’s Guidelines for Transport PPPs PDF Print E-mail

28 July 2008 – The European Commission has asked ECORYS to draft guidelines for transport PPPs. The guidelines should stimulate the future use of PPP (Public Private Partnerships) in the transport sector.

With an estimated cost of € 600 billion, the development of the Trans-European Network is one of the biggest investment challenges the European community is facing today. So far, the pace of implementation has not met its expectation.
The European Commission wants Member States to actively pursue the use of public private partnerships (PPP) to accelerate the infrastructure investments and ensure effective and efficient delivery of infrastructure projects.

In order to facilitate the use of PPP for the development of transport infrastructure the Commission has requested ECORYS to draft guidelines for transport PPPs. ECORYS has already advised several Member States and Candidate Countries on the development of  PPP and has been involved in various transport PPP projects, including HSL South, Galileo, Oosterweel Link in Belgium, HSL Lisbon – Porto and currently the € 2 billion Bar – Boljare Highway PPP in Montenegro. ECORYS has also recently advised the European Parliament on the possible financial instruments for the development of the TEN-T network.

ECORYS has associated itself with COWI from Denmark, one of Europe’s leading engineering consultants also with ample experience in PPP, to ensure full collection of the state of the art understanding of transport PPP in Europe.

The coming months ECORYS and COWI will focus on a thorough assessment of the Member States’ need for guidance which will subsequently be addressed based on the joint experiences of both companies and existing documentation on PPP prepared by Member States and Multilaterals. The PPP Guidelines are scheduled to be finished before the end of 2008.
