23 July 2007 - At the final project conference which was held in Kyiv Ukraine on 19 July 2007, ECORYS presented the main results of the monitoring and evaluation project of the Institution Building Partnership Programme (IBPP) in Ukraine, which has taken place in the period October 2006 – July 2007.
The monitoring and evaluation of IBPP in Ukraine was initiated by the Delegation of the European Commission to Ukraine. The goals of the project were: - To verify the implementation of the on-going projects financed under Action Programmes 2003 and 2004;
- To evaluate the impact and sustainability of the completed projects under AP 2001-2002;
- To generalise lessons learnt from IBPP in terms of its contribution to civil society building in Ukraine and to solving social-economic problems at local, regional and national levels;
- To make recommendations to the EC as for the continued support and future EU assistance to civil society development in Ukraine;
- To develop the IBPP web-portal.
The EU-funded IBPP project was implemented by ECORYS Netherlands and ECORYS Ukraine in the period October 2006 – July 2007. During this time the international team of experts visited 29 ongoing IBPP projects and communicated with 27 completed IBPP projects, interviewing representatives of the project teams, public authorities, NGOs, target groups and beneficiaries. Relevant information was collected and analysed while most of the IBPP projects returned the evaluation questionnaires that were sent out.
Main conclusions The main conclusions are that IBPP addresses real existing problems in Ukraine, that the projects are mostly successful, and IBPP has produced positive results in terms of strengthening civil society and social service delivery in Ukraine. IBPP web portal
The IBPP web portal www.ibpp.org.ua was developed together with Afortio Ltd. The website is based on the created database which has three main components: project information, a participants’ database and a document database (electronic library). The website allows all interested parties access to materials (books, training materials, manuals, booklets, newsletters, etc.) produced by IBPP. It also supports communication and partnership and provides facilities for dissemination and promotion. At the same time the IBPP website functions as an effective management tool for the activities of the EC Delegation in the social sector.
