EC is finalising preparation of the programme to support Ukrainian agriculture sector PDF Print E-mail

Kyiv, 8 February 2007- A final project presentation of the project “Preparation of the EU-funded agricultural sector programme in Ukraine (Phase 2)”, organised by the EC Delegation to Ukraine jointly with the Ministry of Agrarian Policy of Ukraine (MAP) was held on Thursday 1st February 2007 at the MAP premises. This event aimed to present and discuss the proposals for activities, mechanisms and modalities of the forthcoming EU funded agricultural sector programme.

Speakers from the EC Delegation, Ministry of Agrarian Policy of Ukraine and the project presented the respective perspectives of the Sector Wide Approach and the agreed priority activities.

The project was initiated based on the event held on 18 October 2006, when the EU Commissioner for Agriculture and Rural Development, Mariann Fischer Boel, and Ukraine's Minister of Agricultural Policy, Yuriy Melnyk, signed a Memorandum of understanding on a dialogue of agricultural issues between the Ministry of Agrarian Policy of Ukraine and the Directorate General for Agriculture and Rural development of the European Commission to set the framework for future cooperation.  In this new policy context, the EC Delegation launched a project “Preparation of the EU-funded agricultural sector programme in Ukraine (Phase 2)”. This project was implemented by ECORYS Netherlands.

Wider Objective of the project was to set a framework for application of the sector wide approach in Ukraine's agricultural sector. To approach this wider objective, the following project specific objectives were achieved: 1) to finalise the EC's sector-wide project fiche in consultation with  the relevant counterparts within the Ukrainian government, donor organisations and other involved stakeholders; and 2) to build up institutional capacity of the key stakeholders (Ministries, agricultural NGOs, veterinary services) that will be later involved in development and implementation of agricultural sector programme.

The project team has consulted closely with the MAP, donors and other key stakeholders to support the design of a project fiche which addresses four agreed priority areas. These are support for the MAP in implementing the sector wide approach, key aspects of food safety (including traceability and laboratory upgrading), market infrastructure (including support to marketing groups and wholesale markets) and rural development (including EU best practice in policy formation).
