PPP capacity building in Bulgaria

This November a mission to Sofia, Bulgaria was undertaken to provide a three day training on the development of PPP. The training is part of ECORYS’ assignment to provide assistance on the capacity development of the officials and employees of Bulgarian public authorities. The training illustrated all aspects and key issues relevant for the development of a successful PPP program and PPP projects in Bulgaria. This should enable Bulgaria to develop policies and projects in order to meet the standards of the European Union. Bulgaria joined the Union last year (2007).

Some 20-25 representatives of several public bodies such as the Ministries of Finance, Transport, Environment, Internal Affairs and Justice as well as organizations such as the National Railway Corporation attended the course.
The course was hosted by the Ministry of Finance that acts as key facilitator for PPP developments by means of the Bulgarian PPP Unit.

The attendants’ reactions on the training were positive. Many of them indicated their intention to apply the training to their projects and to inform and motivate their colleagues and superiors to make use of the opportunities that PPP has to offer. The need for political will and support was highlighted as one of the pivotal conditions to be successful. ECORYS intends to stay involved in the Bulgarian developments assisting the country.
